The new methodology adopts the principle "same activity, same risk, same rules." Minimum capital is calculated based on operational activities effectively performed, regardless of entity type.

Select operational activity categories. Each adds R$ 2,000,000 to Portion I (Cost). Categories per BCB Res. 517/2025, art. 2. Incompatible activities are blocked.

Technology infrastructure surcharge
+R$ 5,000,000 per service requiring intensive tech infrastructure (BCB Res. 517, art. 4). Capped at R$ 10,000,000.
Infrastructure surcharge is cumulative but capped at R$ 10,000,000 total (art. 9, II, Joint Res. 14).

Reflects restrictions on how the institution may deploy resources. Feeds into Portion II (Activities).
